The frozen Specialty Pack establishes only the attributable domain relationship under rule-r1. Harmonic must determine its consequence-relative constitutional significance. Harmonic runtime remains unchanged.

The Specialty Pack supplies the complete attributable domain transition classification required by Harmonic's constituted interface. Harmonic receives the frozen rule, facts, provenance, consequence and transition class, but never receives standing, revalidation, admissibility or execution disposition for the case.

Case A and Case B hold every Pack-visible fact, rule, provenance, freshness condition, evidence-sufficiency condition, Pack output and domain relationship constant. Only the prospectively frozen downstream obligation basis differs. The property at risk is: constitutional significance must not leak upstream into domain constitution.

Run Case A first and preserve the raw export. Then run Case B unchanged. Do not reclassify ownership after seeing the results. PASS requires semantically invariant Specialty Pack output and materially different Harmonic dispositions caused only by the frozen downstream constitutional basis.

Both source records remain current, attributable, available, unchanged and fixed at the same hierarchy positions. Only the prospectively frozen source-authority relation changes. The Pack must select the source currently governing for the proposition rather than silently treating freshness, confidence, historical primacy or hierarchy as present authority.

Primary PASS/FAIL is decided at the Specialty Pack source-selection boundary. Run the frozen fixture test first. Harmonic replay is a secondary integration witness only and cannot rescue an incorrect Pack constitution. No post-result source reclassification is permitted.

The authority-registry statement remains current, signed, attributable, internally valid and unchanged across the pair. Only independently established registry/issuer standing changes. The Pack must not let a valid record bootstrap the present authority of its own issuer.

Primary PASS/FAIL is decided at the Specialty Pack authority-admission boundary. Anti-circularity is frozen: the registry statement under examination cannot establish its own issuer standing. No rescue, reinterpretation or ownership shift is permitted after execution.

R₀, the B-to-C delegation, C's authority instrument, domain facts, rules and consequence remain fixed. Only the current higher-order R₀-to-B empowerment relation changes. The Pack must not infer a live R₀ → B → C authority path merely because the B-to-C and C artifacts remain current, signed, attributable and internally valid.

Primary PASS/FAIL is decided at the Specialty Pack authority-chain admission boundary. R₀ is frozen as the external trust anchor and is outside this falsifier. No intermediate artifact may bootstrap continuity of the authority path. Harmonic replay is secondary witness evidence only.

R₀ → B → C remains current and valid in both cases. The exact proposition, Scope S and Consequence K remain fixed. Only the current effective B-to-C delegated scope changes. The Pack must derive whether C still carries standing for the exact consequence; no precomputed scope-insufficient flag is supplied.

Primary PASS/FAIL is decided at the Specialty Pack scope-admission boundary. Hard rule: no child authority may inherit broader standing than the currently effective scope of the authority empowering it. Unaffected delegated authority must remain preserved. Harmonic replay is secondary witness evidence only.

R₀ → B₁ → C₁ and R₀ → B₂ → C₂ remain current, valid, scope-sufficient and consequence-specific in both cases. C₁ supports PERMIT; C₂ supports REFUSE. The Pack receives no precomputed winner, priority flag, override flag, first-match answer or ordering-based disposition.

Primary PASS/FAIL is decided at the Specialty Pack precedence/conflict-admission boundary. Concurrent validity does not create precedence. Where no governing precedence relation exists, the Pack must preserve the conflict unresolved rather than manufacture a winner. Anti-smuggling is verified against the frozen Pack inputs by the V122 fixture test; the downstream Harmonic packet intentionally carries the Pack-derived result and candidate PERMIT/REFUSE evidence.
